Basically, the app offers very short surveys for a decent pay. You need to be aware that in some countries the only payout method is by using the credits you earn in the Google Play Store example like in Singapore. 

You may use the credits to buy your mobile app in your Google Play Store, buy or rent movies in YouTube or buy in-game purchases. As I am from Singapore, I can only use earn credits which is still money to me and buy those mobile apps rather than using my credit card. But in some countries, you can cash out your earning in Google Play credits via PayPal which then can be transfer to your bank account.

You may consider this two steps.

Step 1:  Clear Your Google Play Store Cache
Go to your Google Play Store app info and then click your "Storage". Tap on the "Clear cache" button at the bottom. Then try to open Google Opinion Rewards app.

If it is still the same....then you might want to try the next step.

Step 2: Delete and Re-add Your Google Account
You should sign out of Play Store using the affected email and re-log in. This will help re-establish Play Store’s connection with the server and might fix up the issue.
First step is to go to your Settings app on your phone and scroll down to click on "Accounts and backup".
Then click on "Manage accounts" and select your Google email account that was affected.
After that, click "Remove account". Click Remove account again when prompted.
After you have removed, you should go back to the "Manage Accounts" and click "Add account" to sign in with your Google email account again.
