First-timer families will always enjoy higher priority comparing to second-timer families. This is very clear cut. Of course with priority schemes, you will enjoy even greater priority. Don't get confused. This is just to create higher chances in balloting when it comes to priority scheme. It is not guaranteed that you will get the flat because of priority schemes. There is also a difference in distribution of flat supply when it comes to mature and non-mature estates either in BTO/SBF sales exercise. Mature & Non MatureGenerally, mature estates are established towns with many amenities, and have little land to build HDB flats. For non-mature estates, they have fewer amenities and have much more land available to develop and build HDB flats.
BTO & SBF Distribution In Non-Mature AreaParenthood Priority Schemes (PPS) For first timer married couples with children. Up to 30% of BTO flats. Up to 50% of SBF flats. Assistance Schemes For Second Timer (ASSIST) Only for BTO flats in the non-mature estates. Up to 5% of 2-room Flexi and 3-room. For second timer widowed/divorce parents. Must not have acquired any interest in an HDB flat or private residential property (except for your matrimonial flat/property) after the date of divorce or demise of your spouse. Multi-Generation Priority Schemes (MGPS) Only works for BTO application. For Parents: Up to 15% of the 2-room Flexi or 3-room flats (minimum of 20 units). For Married Child: Corresponding number of 2-room Flexi or bigger flats. The flats will be randomly pre-identified. Married Child Priority Schemes (MCPS) First-timer families: Up to 30% of BTO/SBF flats. Second-timer families: Up to 15% of BTO flats, up to 3% of SBF units. Third Child Priority Schemes (TCPS) Up to 5% of BTO/SBF flats. Tenant Priority Schemes (TPS) Up to 10% of 2-room Flexi and 3-room BTO/SBF flats. You and your family must be living in an HDB public rental flat for at least 2 years. Senior Priority Schemes (SPS) At least 40% of the 2-room Flexi flats (subject to a minimum 100 units for each BTO project) will be set aside for seniors.
